The firm said Defence repeatedly refused to provide it with particulars about the subcontracted work on security grounds.

The government has told HP to account for the services or pay the money back by March 22. Ottawa has already withheld $50 million in payments to the computer giant.

Owen has said the scheme aimed to defraud both the government and HP. And Defence Minister David Pratt has said there was a “very deliberate and well-crafted strategy to hide irregularities from audit teams at both Defence and Public Works.”

Rob Ireland, HP’s manager of corporate and public relations, said Friday a company investigation “revealed the potential for fraudulent activity by an employee and others unknown to HP.”

“There is the potential for it to be multiple people,” said Ireland. “That would be an employee of DND and others unknown to HP.

“To the best of our knowledge, no HP employee knowingly participated in wrongdoing or derived any benefit.”

In the Commons on Friday, Opposition play bazaar MPs wondered how so much money could go out the door without the relevant ministers’ knowledge.

Tory Cheryl Gallant noted the Financial Administration Act limits the signing authority for public servants to $250,000. Anything over that must go to Public Works.

“How could one person have signing authority for $160 million?” she asked.

Owen said Champagne had no authority to sign any contracts. Owen said the scheme involved a series of small contracts.

“There may be further disciplinary action forthcoming,” he told the Commons.

Champagne lived in a $1.3 million Ottawa mansion with a gym, indoor pool and tennis courts on a 12-acre plot “on Billionaires’ Row.”

“Did anyone think to ask him how he could afford all that on a director’s salary?” asked Conservative Jay Hill.

“Why did no one take the time to investigate whether Paul Champagne had won a lottery or made a killing on the stock market, as he claimed?”

Pratt said improvements have already been made to the contract management process and he urged opponents to wait for the outcome of the investigations.

“We can’t jump to any conclusions. Let’s let the process work.”

How to use the loyalty program profitably in free online Joka Casino games

Gambling platforms lure their target audience into playing with them with a variety of bonuses, promotions, and lotteries. In order to gain casino experience and use these incentives to your advantage, you need to:

Take part only in really profitable bonuses, which firstly are not veiled with additional requirements, and secondly, are free;

Monitor the value of new promotions, Delhi Bazaar Satta King tournaments, and lottery draws. As a rule, the first participants who respond are often rewarded with real winnings either in the form of money or as other valuable prizes;

If the players are active, there is no need to be shy and ask for certain bonuses!

Important note! Loyalty programs can be very profitable if you participate in them on an ongoing basis.

Can you beat online casinos regularly?

A win in a casino is considered a win if a player receives payouts over a long time period, and their account balance has a positive history. This can be achieved only by those players who:

Have clear game goals and determine beforehand what they are playing for;

Have chosen the highest quality casinos and the most commonly “lucky” slot machines;

Are focused on the strategy of the game. As a rule, professional players use combined playing strategies; It is highly recommended to get to know some key Joka Casino rules in order to have your best experience playing in an online casino

Any person who decides to play on even the best gambling sites for the first time must first of all master the rules of the gambling games. This is important for all countries. For example, if a Canadian player wants to maximize their success, they should learn the rules in online casinos in Canada.

This approach reflects that of a real casino table, because different casinos provide different variations of games in different places and countries. However, entertainment such as roulette, blackjack, or poker is considered classic, so the rules tend not to differ massively in casinos.

If you are looking to learn the rules in real life rather than online, players will traditionally require a dedicated table, chips, cards, and other similar equipment.

If you are choosing to learn online, then effectively all you need is an laptop or smartphone, and an internet connection! By choosing this method, you will basically be playing a game against an online casino in the UK. However, you can also choose to play against a real life opponent online in certain types of poker and with different providers. Various desires drive players: to have fun, to relax, or to hit the jackpot and win lots of money. Whatever the reason may be, the player will have to gain a good understanding of the rules of the most common forms of gambling if they are ever going to be successful

Mandalay Bay and Joka Casino

The thing about Mandalay Bay you must remember is the water element. They have a beach and a Shark Reef Aquarium. Maybe no other resort in Vegas is so intent on getting you into the water and making you forget you’re in the middle of the desert. Their manmade, real-sand beach has a huge wave pool with realistic 25-mph waves. Lie and sunbathe here or explore the lazy rivers, swim in one of the pools. You can buy an inner tube for $10 to float yourself down the lazy river.

The beach and swim areas cover 11 acres. The Moorea Beach Club is the adult-only area which is tops-optional. Delhi Bazaar Satta King Nighttime brings live concerts (which you can attend while standing in the water) and smores to eat by the firepit.

There’s also beach dining, beach drinking, and beach gambling. Next to the wave-pool beach, the casino has a beachview through its glass wall. MB has no problem with guests opting for swim attire while playing in the casino.

It is located on the South part of the Strip, which is close to the LV airport. It is in fact the furthest South of all the major Strip casinos, with the Luxor and Excalibur hotels sitting next to door. It can be seen here on Google Maps.

CASINO AT MANDALAY BAY LAS VEGAS

Speaking of the casino, they have over 1,700 slots of denominations from a penny to $100. There’s a High Limit Room with hundred of machines. Slot tournaments every couple of weeks are part of a series which may be linked tourneys.

Poker Room: Monday through Thursday, the poker room opens at 11am and closes at 4am. On weekends it’s open 24 hours. Daily, they host 3 tournaments of No-Limit Hold’Em. Here are the details —

11am: buyin $40 and 4k chips.

3pm: buying $65 and 10k chips.

10pm: buyin $65 and 10k chips.

PokerTips had a less-than-great review of the poker room; other sites say a little better than that. A bigger deal to cardplayers are some rules that different people have noticed. These include: Declarations are binding — even Joka Casino if the action is not on you.

Also: Absolutely no reading at the table. (You’d think it’s the argumentative and troublesome people who run up against poker room rules, but just as often it isn’t. This no-reading rule, and one about no iPods or other electronic devices at the table, were discovered by writer/player Ashley Adams — who, we can testify, is a very, very pleasant person and a reasonable one.)

Always remember, M Life is their rewards club card, because this resort is part of MGM Entertainment, which includes MGM Grand, Bellagio, Mirage, Excalibur, and quite a few more Las Vegas hotels. So always use your card and stack up points faster because all these places’ play gets added together.

Online gambling, online poker and Agen Bola popular amongst young people

When Jeremy Tole wants to find a game of poker, he has a lot of outs.

First, he’ll look in his cell phone for acquaintances who play. He’ll also go to Facebook, the online directory for university communities, where there’s a “Kirkwood College Poker Club” group.

In all, there are between 50 to 75 people that Tole, an 18-year-old Kirkwood Community College student, can contact to get a poker game going on any given night in Iowa City.

“All but one of my guy friends play poker,” said Tole, who plays four times a week.

Tole and his buddies are far from alone in their enthusiasm for gambling.

About 2.9 million people between the ages of 14 and 22 gamble on cards on a weekly basis, according to a play bazaar September 2005 survey by The Annenberg Public Policy Center of the University of Pennsylvania. The monthly gambling rate for that age group jumped 20 percent between 2004 and 2005.

The overwhelming majority, 80 percent, are male, and gambling rates are higher among youth who attend school. About 50 percent of college males gamble on cards monthly, according to the survey.

Poker and online gambling in particular have exploded in popularity in the past several years. A big reason for that, experts say, are the million-dollar poker tournaments broadcast on television and the availability of Internet gambling.

“With ESPN showing the ‘World Series (of Poker),’ you see them make $2 million, and they’re just playing cards,” said Jesse Bockelman, 22, a senior at UI.

Bockelman’s stakes are generally much smaller. When he has the money, he plays Internet poker about two hours a night.

He sticks to $2 or $3 tables, but he’s won as much as $400 and lost as much as $250 on a single hand. He’s also played in an online tournament against 10,000 people.

A byproduct of this increased popularity is more young people developing gambling problems. Sam Cochran, director of the UI Counseling Service, said 20 years ago it was rare to get a case of gambling addiction, but now about a dozen students come in each year.

“And that’s probably the tip of the iceberg because there’s so much shame involved with getting in such a hole” that many students don’t come in for help, he said.

Dr. Donald Black is a UI psychiatry professor who conducts gambling treatment studies. He said his first trial several years ago had no college-age students. But in recent studies, about one-third of his patients have been college students, most of whom play poker or gamble online.

“Younger kids who gamble, they generally are attracted by the excitement of the game,” Black said.

Almost all Internet Agen Bolagambling sites are based outside the United States because online gambling is illegal here. For live games to be legal in Iowa, a person cannot win or lose more than $50 dollars in a 24-hour period and all the participants must know each other.

Policing such activity is almost impossible, said David Werning, spokesman for the Iowa Department of Inspections and Appeals, which licenses social and charitable gambling.

“There’s no way really to track stuff,” he said. “Most of the referrals we do for investigations come as the result of complaints (from people who lost money in a game).”

The same holds true at UI. There is no computer-use policy specifically for gambling, though it is against rules to use a UI or on-campus computer for illegal activity. The residence hall guidebook prohibits illegal gambling.

Tole, however, said he plays a regular game in Currier Residence Hall with a $20 buy-in and an average of 10 players. The winner typically gets at least $125, he said.

UI officials said they were unaware of a student being severely punished for on-campus gambling.

“This is an area of potential abuse that is more underground than not,” said Phillip Jones, UI’s vice president for student services.

Chris Macias, a 25-year-old senior at UI, said when he started school he and a few buddies had poker night every Monday.

Now, he generally saves his gambling for Las Vegas, where he goes several times a year, including twice this month. But if he wanted to, he could play in Iowa City every night of the week, and he would probably know only half the people in the game, he said.

“Basically, you just need to find that one person who’s into it too,” Macias said. “And then they find one person. And they find one person.”

DECLINE OF CUBAN BOLITA

A former Cuban policeman, who was captured by Fidel Castro’s soldiers at the Bay of Pigs, is facing trial in Florida accused of heading a multi-million dollar organised crime network known as The Corporation. But is Jose Miguel Battle Snr really El Padrino (The Godfather) or just a sick old man?

A former policeman in Batista’s Cuba, Jose Miguel Battle Snr fled the island when Fidel Castro’s revolutionaries swept to power in 1959.

Cuban soldiers celebrate the defeat of the Bay of Pigs invasion

Battle Snr was a veteran of the ill-fated Bay of Pigs invasion

Like tens of thousands of other Cubans, he washed up in Florida. But unlike the majority who toiled hard doing honest work to support themselves and their families, he turned almost immediately to crime.

In 1961 he took part in the failed Bay of Pigs invasion. He was captured and spent nearly two years in a Cuban prison.

After his release, he came back to the US, but this time, he decided to try New Jersey. He muscled in on various Delhi Bazaar Satta King vices, including a strip joint in Union City and illegal gambling on cockfighting.

But he made the bulk of his wealth from an illegal lottery racket known as “bolita” (little ball), which was popular among expatriate Cubans and Puerto Ricans.

His network, known as La Corporacion (The Corporation), was making up to $45m a year in the 1970s from bolita in New Jersey, New York and Florida.

These are the top Ingatbola88 players of this corporation. It is an illegal corporation that made a lot of money

Carlos Alvarez

Miami-Dade County Police Director

Battle overcame challenges from several Cuban and Puerto Rican gangs to become top dog.

His reputation was such that he was known among the Cuban-American community as El Padrino, The Godfather.

Battle was convicted in 1977 in connection with the death of one of La Corporacion’s hitmen, Ernestico Torres, who was murdered in the Miami suburb of Opa-Locka.

Conviction overturned

But an appeals court overturned his 30-year jail sentence.

In the early 1980s La Corporacion fought a bloody war with the Luccheses, one of New York’s five mafia families, over the numbers racket.

In the early 1990s, as many of his associates were indicted, Battle fled to Peru, where he started up a hotel and casino complex – mainly to launder dirty money – and bigamously married a woman 40 years his junior.

Powerball posters go up during frenzy in 2001

State lotteries have gradually replaced illegal numbers rackets

Last month Battle, now 74, his son and 19 others were arrested during a massive operation in Florida and New Jersey. Four others were named as fugitives.

His son Jose Miguel Jnr, 51, was arrested on board a cruise ship in the Caribbean and taken to Florida by the US Coastguard.

The Corporation were targeted by the combined might of the FBI, the Internal Revenue Service, the Drug Enforcement Admininistration, the Bureau of Alcohol, Tobacco and Firearms and Miami-Dade County Police Department.

$1.5bn in assets

The authorities are trying to seize $1.5bn in assets.

Miami-Dade County Police Director Carlos Alvarez said: “These are the top players of this corporation. It is an illegal corporation that made a lot of money.”

He may now be a doddering geriatric, but the authorities claim he has been responsible for numerous contract killings, drug deals and fire-bombings.

The old man, who now lives on a fruit farm near Miami, was arrested at a supermarket near his home.

Battle Snr, now in a wheelchair and in need of regular kidney dialysis, has pleaded not guilty to racketeering charges dating back as far as 1964.

‘He is no John Gotti’

His lawyer, Jack Blumenfeld, said his client suffered from liver disease, lung problems, diabetes and hypertension.

He told BBC News Online: “He is in the last few years of his life. He had his gall bladder out just a few days before he was arrested. But when the police had their press conference, they made it look like it was a big deal and it was John Gotti all over again.”

Mr Blumenfeld said: “Some of the things they are talking about he has already been acquitted of, like Ernestico Torres.”

He is a sick old man and most of these allegations have been around for 40 years. There is nothing new in this indictment. I don’t know what the point of this is now, it’s some sort of vendetta

Jack Blumenfeld

Battle Snr’s lawyer

He said one man, described by the Feds as Battle Snr’s “enforcer and bodyguard”, was simply a “little old man who took care of the fruit trees on his estate”.

Mr Blumenfeld said Battle Snr had run a numbers racket in New Jersey many years ago, but bolita had gone into decline when state lotteries were introduced.

He said his client had retired from the rackets at least 20 years ago.

‘He retired years ago’

“He moved to Florida to a fruit farm, where he raised fighting cocks for Louisiana and Puerto Rico (where the sport is legal). He has had no involvement in crime for the last 22 years,” said Mr Blumenfeld.

Florida has a large Cuban American population

He claimed the government had been trying for years to find “snitches” who would be willing to testify against Battle Snr.

Mr Blumenfeld said he was not representing Battle Jnr, but he understood he also denied any wrongdoing. “He is a businessman,” he said.

As for the old man, Mr Blumenfeld said he needed kidney dialysis three times a week and he added: “Now that he is in custody, it’s the US Government which is paying for that. This whole case is such a waste of money.”

He told BBC News Online: “He is a sick old man and most of these allegations have been around for 40 years. There is nothing new in this indictment. I don’t know what the point of this is now, it’s some sort of vendetta.”

Q.2. Kalyan Satta Matka

Kalyan Matka kya hai

History of Delhi Bazaar Satta King game

One man and his Bandarqqlog

After two days when you would not have known there was a Football competition going on, the supporters are back, the city of Berlin was packed and everyone was wearing their colours. The streets would soon be packed with the masses and they would gather wherever they could to see the game as apart of a crowd. In addition to the Fan fest and the TV’s in bars I also noticed that several cinemas were showing games live on big screens for free.

Went to the game early as we needed a ticket for one member of our party. The price at the main station was €500 earlier in the day but now in the early afternoon it was down to €300. Just as well because we wanted a ticket for €150. The Satta Matka have a more realistic view, than supporters from other countries, of the prices paid for football tickets and will not pay ridiculous sums. Thanks to this the price indeed comes down and the ticket is ours.

After the match people declared that they were nervous about Michael Ballack taking a penalty, but then someone added “…. but he is not Chris Waddle or Gareth Southgate”. After the discussion about the game it was time to party (so Mene told me). We headed for Berlin Zoo and the Breitscheidplatz the former centre of West Berlin. As we poured out of the S-Bahn we could hear the cars on the street below. The area was almost at a standstill as every car appeared to have someone hanging out a window waving a flag. The party consisited of drinking lots of bottled beer on the streets as the Germans launched into one song after another, while the traffic was motionless but the cars rocked from side to side as the occupants joined in.

After spending some time in East Berlin, I headed to my digs to pick up my belongings in time to make the train for my final game of this trip.

Saturday 1st July Berlin. Frankfurt.

After a few hours sleep on the train, it was time to find accomodation in Frankfurt. feeling tired I decided to use the tourist information office to find somewhere to stay. Apparently Frankfurt had been busy for the last few weeks, and it was proving impossible to find reasonably priced accomodation in the centre. And so I was despatched towards the stadium I was told there was a guest house near the stadium and that I should go to the stadium train station and ask for directions from there. Off I went, only to find that when I got to the train station no-one had a clue where my accomodation was. The stadium is situated in a forest (hence the name Waldstadion!) so it wasn’t easy to work out which way to go, but I was confident it was nearby from what I had been told earlier.

I found someone who had a satellite navigation system and they offered to help. It showed my accomodation as being 2.5km away!!! Not happy about this I tried to work out what was going wrong. I realised that the GPS was going by road and that we were right next to the railway line. Therefore my accomodation should be on the other side of the railway line and would not be more than 10 minutes away. My friend in the car was confused as I walked off in the opposite direction.

Sure enough after 10 minutes I came accross a clearing, and found my accomodation. Sellotaped to the door was a note saying that reception was closed and that I should call a number for help. Having chosen, still, to avoid mobile phones I now looked rather silly as I had no way, stuck in the forest of making the call.

I walked round the building and found a door open. Entering the building I found a pay phone and dialled the number. No answer!! I knew it would make no difference not having a mobile!

Five minutes later as I waited innocently outside, a car drew up and my lodgings for the night were secured.

Now It was back to the city centre to watch the afternoon’s game. I headed for the Fan Fest which was on the banks of the river Main which runs through the city, with two large screens floating on the river.

As I got there the signs were just being put in place to say that the area was full. So I decided to move round watching the game from various vantage points during the afternoon. As the game ebbed and flowed it was clear that the whole city was breathing football. The streets were quiet, even the police in their green and white party van (as the germans sing) were watching on portable TV’s. The only noise to be heard coincided with the action in the game.

During the evening game France got their rewards for a positive display of football, it is this type of display that Sepp Blatter has been encouraging and it has been a feature of this tournament that apart from the Ivory Coast, teams that have played positively have done well.

FIFA have talked about changing the ticketing, but how can I complain, when I got to see the games I wanted. Ok so, I became addicted to my computer in search of tickets and I had to pay a little bit more sometimes but I accept this. The lesson FIFA can learn is that too many tickets have this time gone to sponsors whose guests are impressed by lavish hospitality. I think I have the solution.

Following on from the massive gatherings of people in Korea to watch their teams games, the Fan Fests have been a resounding success and over 10 million people watched the opening round of games at these events. Some of which have…V.I.P. areas. Why not let the sponsors have their own screening where they can show their own products at half time or every time the action stops and leave the match tickets to the actual supporters.

I can foresee that in future FIFA may introduce these events worldwide as they could then attract even more sponsorship!!! Also official merchandise is available at these sites and there must have been a huge increase in the revenue received from merchandising.

Mein hosts have been excellent , and a big thank you to all. I have thoroughly enjoyed travelling all over the country, and although at times it has been hectic I wouldn’t change things too much.

AFRICAN CUP OF NATIONS – Ire In PkvCairo

The tournament is now well underway and regarded as a success here in Egypt with deserved praise being given for the opening ceremony. However claims that Egypt is in the grip of football fever and that grounds are packed to capacity much to the delight of the organising committee, seem somewhat hollow in reality.

The Cairo International Stadium can be reached by taking the PkvMetro to Kubri-el-Qubi, then cross the tracks and follow the flyover for a walk of around 20 minutes. I did this and still made it to the stadium before 4p.m. on the opening day and sure enough the majority of the crowd were already there.I spoke to someone who got in at 4.15, but haven’t heard whether or not the gates were closed at any time. It was noticeable that the ground hardly filled up after this time as seats were left vacant for the participants of the opening ceremony. The Libyan section, whilst boasting a strong contingent of around 2,ooo had room for many more.

There have been arrangements made to fill the grounds in Egypt by the same organising committee that issued the above statement. The people doing this are instantly recognisable by the different colours, they are wearing. Just think of the seats in Portugal, but this time they are human beings, conducted from the front of the stand. At last nights DR Congo v Togo game there was a constant din, in front of what was a crowd of around 4,000 interested spectators and maybe 7 or 8,000 members of rent a crowd. Who were of course making lots of noise totally out of keeping with what was happening on the pitch.

Looking back on the last few days I was interested to read some comments in the Egyptian press. – Mido ‘the terrible’. (I know he missed a penalty, was substituted and hadn’t scored in the previous two Nations Cups, but I feel they were a bit harsh on him!)

Then there was the case of the Libyas Brazilian keeper, Agustini. Who showed his Latin temperament to get sent off. If only he had kept quiet they wouldn’t have known he was Brazilian and he might have stayed on.

As for my tickets , and hence the ire. I returned to the Ministry of Youth expecting to walk in and walk out. It final ank wasn’t to be. The warning signs were there when I was immediately offered a cup of coffee. I was able to talk to other spectators and members of the media that I had also seen the previous day. So I wasn’t the only one having problems. After three hours and one orange juice my remaining tickets, somewhat bedraggled were produced. By this time it was 1.15 and kick off for the Morocco v Ivory Coast was 2. Faced with no choice I had to give in and get the taxi there.

AFRICAN CUP OF NATIONS – Ministry of Youth

You knew, I knew, that it just wouldn’t be simple to collect the tickets.

After various problems ordering the tickets online as I was told my browser not compatible. I ended up placing the order from Tokyo, and then having opted for the package available for each ground I realised when I counted the number of match tickets I had ordered that I was 2 short. Yes I had only ordered 30 instead of 32.

A quick check and I realised that I had initially forgotten the one off games that are to take place in Ismailia and Alexandria Stadium, so I placed a further order after the deadline for Internet orders had passed, this time I encountered no problems, when I expected the order to be rejected.

The information I received was that tickets would be posted to Egyptian addresses and that everyone else would have to collect their tickets from The Ministry of Youth, in Cairo. I set off early this morning to find the building my request for directions was met with the address being sent back to me – Floor 11, Meet Okba 26 July Street, Cairo, Egypt. Now I could have hailed the nearest Taxi and given him this address, but no I decided to follow the map and head off for 26 July Street. The street itself looks to be at least two mile long but for some reason I felt it was the other side of the river and so from the Nile Hilton I walked up the Corniche and met 26 July Street. It proved to be a busy dual carriageway which was at times elevated. I stuck to the roads at it’s side and kept going, over the island in the middle of the nile. Just when I when I felt the Zaragoza syndrome coming on (A sense that you ought to give up looking and jump in a taxi after all. But then find the taxi driver tells you to get out and walk as the building is right in front of you) I spotted a sand coloured block , (they are all sand coloured, it would appear they have given up fighting with the elements and that all buildings just merge with the landscape) with the words Ministry of Youth draped at the top.

Walking round I could not see an invitiing entrance as it appeared there was no one around. I then spotted an elderly gentleman sitting in a gatehouse between us, a firmly closed gate. I beckoned him over with my best egyptian “Can you help me”, and showed him my football schedule. He opened the gate and told me it was the 11th Floor. Eureka.

Arriving on the 11th Floor, ther were a handful of people there. At first I was asked who had sent me, and then why was I here. I explained to three volunteers that I was here to collect tickets. They beckoned me to sit down and said that this would be sorted later. After some 30 minutes a gentleman asked me for my order he took one look and said no, not today! I explained that I at least needed the ticket for todays game. He went away again and came back with some 20 odd tickets and told me to come back tomorrow for the rest.

As I talked with the volunteers I found out that Hosni Mubarak, the president would be attending todays game. He would be arriving at 5p.m and the gates of the stadium would be shut at 4! The game kicks off at 7 o’clock.

I also asked the volunteers for advice on how to get to the stadium their immediate reply was, get a taxi. We’ll see……

Asian Teams Sattamatka

For those of thought Japan-Korea signalled the start of a new new hierarchy in world football Germany 2006 will demand a rethink.

Four years ago Senegal shocked France in the opening game and went on to the quarter-finals. Meanwhile Turkey and South Korea found their way to the last four while Argentina and France went home early. For all that the final was contested by the powerhouses Germany and Brazil and this year football’s old world teams have been dismissive of their new world challengers.

There are often demands to give more spaces to teams from Sattamatka Asia or Africa to make the World Cup a more global event but the results don’t back the argument up. All four Asian teams failed at the group stages, one of five Africans made it through and just Mexico from the four CONCAF teams squeaked out of their group only to run into the Argentineans.

The European and South American teams have been dominant each qualifying three-quarters of their entrants to the final sixteen. They weren’t especially troubled on the way as even the beleaguered French team managed a comfortable 2-0 victory over Togo when they had to. The Ivory Coast and South Korea offered some spirited resistance but only after they had fallen behind.

Each region must find their own solutions. Asia can take solace in their relative inexperience of their teams at this level, the progress their players have made in the past decade and the confidence players like Park Ji-Sung and Hideotoshi Nakata have shown playing with Europe’s best clubs. Iran, Japan and the Korea showed high standards of passing and organisation that gave them opportunities in every game they played while only the Saudis looked poor, unable to turn their wealth into results. But all teams from the Asian region struggled to cope with the physicality of the other nations and they need to come up with a system to negate more powerful opponents. The awesome levels of energy displayed by Korea in 2002 offer one answer but it is difficult to maintain this level over long periods.

The CONCAF region receives massive support from FIFA who are desperate to maintain strong markets in Mexico and the USA. FIFA give three and a half spots to CONCAF which all but guarantees qualification for Mexico and the US and their Byzantine ranking system rated these countries as the 4th and 5th best teams going into the World Cup. There’s nothing wrong with FIFA supporting football in the area but the extra spaces mean that the top teams are not challenged in qualifying while the high rankings breed false expectations and jealousy from other nations. Mexico gave Argentina a tough game but struggled through their group and team USA showed plenty of athleticism but little of the guile required at this level. The other teams, Costa Rica and Trinidad and Tobago added to the party but not much to the overall quality.

Africa will have the most hope for the future and can look forward to South Africa 2010 with some confidence. They qualified three new teams to the tournament this year, a good indicator of rising standards. Ghana came through a tough group with an all action style to become just the fifth African team to qualify for the final stages, and the absence of Essien from their last 16 clash with Brazil is a disappointment for neutrals everywhere. The Ivory Coast won plenty of admiration for their attacking intent and would surely have progressed from an easier group but some of their defending was suicidal against the quality of Argentina and Holland and they only turned it on after falling behind. Angola seemed overawed and Togo wrecked their chances by sacking the manager Satta Matka who saw them through to the finals, replacing him with an arrogant European and then fighting over how the spoils should be divvied up. The Tunisians met most expectations with their all-round dullness. Individually Africa can produce the players and the naivety seen in earlier tournaments is long gone as most top African players ply their trade across Europe but collectively the whole is less than the sum of the parts and we still await the African team that is not just dangerous but deadly. The Europeans and South Americans have upped their standard this year. The worn-out adage that their are no easy games any more has finally been taken to heart with the top teams now more focused on and aware of their opponents than in the past. The new soccer nations need to match their effort and desire just to keep up but there is hope. Oceania’s one qualifier Australia have stormed the World Cup with little respect for reputation. The verve they have shown should be a beacon to emergent nations everywhere.
